Servers not visible to the internet

I have tried many servers on Linux. Everyone who has tried to get to them from the internet has failed. I can however, view webpages on my server from another computer in the house. My computer plugs into a Linksys router, and the Linksys router plugs into the Westell DSL modem. I have set up port fowarding. I have tried everything the Linksys technicians told me to. I have tried all the obvious things. I have DHCP enabled. I have tried a static ip. I have tried plugging my computer directly into the modem. I think the problem is possibly a firewall inside the Westell DSL Modem. I cannot access it's setup page. I have tried. I have tried all of these to access my DSL modems setup page. None are working.

My internet does work. The first two above will keep trying to load for a while, then time out. If someone had changed the settings on the DSL modems firewall to make it harder to get in, what could he have done? Should I use nmap network scanner? If yes, with what options? I am not even sure the Westell modem is the problem, but it is all I could think of since no problems could be found with the router.

Does your Linksys have a public ip address for default gateway, or a 192.168 address?

Some ISPs block incoming port 80 traffic to residential customers. Can you configure your router to forward a higher tcp port to your server's port 80 and ask internet users to test that?

eg:
Router: Internet tcp 1500 > 192.168.1.2 tcp 80
Internet users: http://your.public.ip:1500/
