The "who-has" calls are typical ethernet stuff (arp), where a server "asks" connecting clients for their IP.
Now the 192.186.0.0 IANA range, like the 127.0.0.0 range, because it belongs to private networks, isn't sposed to be "out on the net" aka not routable. So the server keeps askin "who the hell am I talkin to?" *Im not good at masq, so u want to read the howto again (usually at linuxdoc.org) as it should say something about masking ICQ etc.
**If the server asking it is part of the ISP's network, its benign/legitimate traffic, if it's one of ure neighbours, block that address out.
