You have asked several questions there. You will need some sort of computer box, say PC based. Install an operating system on it i.e. Linux. Then install a web server application, such as Apache. Once that is running correctly you have a web server, but then you need to sort out people having access to it.

You will need to have a firewall installed, to prevent someone taking over the machine completely (you only want them to have web page access).

If the machine is going to be open to the outside world then you will need to set up either a static IP address for you machine, or if you are on a dynamic IP (i.e. dialup or home broadband) you will need the services of dyndns.org or similar to tell the world where your PC is. Also, of course, you will need to register a domain name.

If the server is for intranet only, then a local DNS is helpful, although not completely necessary, depending on how you set up your web pages and how you want you users to address the system.

Try reading around some of the topics I've mentioned and then maybe you can post some more specific questions.

HTH
