Server does'nt send mail until shutdown and LAN can't send or receive.

I've been trying to figure this mail problem out for too long it's time to ask for help.
Redhat 9.0 server with working samba file server and proxy server running fine. The problem is that the server can receive email immediatly no problem but when it sends (from what I've read) it's putting it in a queue and will not send until I shutdown. Behind the server the LAN boxes can't send or receive. I've tried to configue the firewall [iptables] and the proxy server [squid] to allow flow from the LAN and the server, but nothing I've tried to date is working.
The only thing I have not tried to do is configure [sendmail]. I have a couple of books here but everything they say about sendmail looks like a big pain to do. That's why I have not tried that yet.
Can someone please give some help and or guidance with this problem?
It's been a big thorn in my side for a couple of weeks now.

I just found out the server will send but it takes 10-20 minute to do it (I wasn't watching that close to know exactly). I think it should do it immediately.
