sendmail error message

I execute this command " /sbin/service sendmail restart"
this is the error message

/sbin/service sendmail restart
Shutting down sendmail: [FAILED]
Shutting down sm-client: [ OK ]
Starting sendmail: 554 5.0.0 No local mailer defined
554 5.0.0 QueueDirectory (Q) option must be set
Starting sm-client: can not chdir(/var/spool/clientmqueue/): Permission denied
Program mode requires special privileges, e.g., root or TrustedUser.

would you please describe to me howto create the directory and howto granted permission
