Angry Sendmail 8.11.2 Receive mail problem

I don't understand what is happening.

I have installed RH7.1 on a friends machine, and to get sendmail to receive mail all i had to do was change a line in /etc/ that read

O DaemonPortOptions=Port=smtp,Addr=, Name=MTA


O DaemonPortOptions=Port=smtp,Addr=, Name=MTA

and of course the local-host-names in /etc/mail

However, this time, if someone outside of the local network sends mail (i have another linux machine that can send mail to the server fine using its own sendmail program) I get this error message returned to that machine/account sending the mail

<<< 550 5.0.0 Access denied
554 <>... Service unavailable

anyone have an idea what is wrong??

I've found the solution so that it work.

to /etc/hosts.allow

but can someone PLEASE! Explain why i needed to add that to the hosts.allow file, since i thought only services started in xinetd use the file??
