Have you read the tutorials ?
The second issue looks like a dhcp problem. You haven't written anything about your distro, but if the dhcp gives you always the same IP address add it to the config files as a static.

Hi Reena,
Okay, you have two problems? 1) you do not have the eth0 configuration preserved between boots. When you installed Linux, you were asked how networking should be configured. You did not say what version of Linux you are running, but in general: Go to the network-configuration (e.g., On Fedora Releases, System->Administration->Network). Change the configuration of eth0 from DHCP to static and supply the network info. Okay, this is tricky, you need to know your network info, but as you say that you can configure it manually, I assume that you know the parameters. You will need to configure your IP address, Netmask and Gateway. You will also need to configure your nameservers.
2) If you are wanting to connect a Linux machine to a Windows machine this is simple. But first, perform a simple test. Open a command (terminal) window and execute the following command: "smbclient -U <uname> -L <win-name>".
Where: <uname> is the Windows user name allowed to share the resource and <win-name> is the Windows machine name.
You should be prompted for a password, use the same password you would use for Windows. You should see a list of stuff, if you don't then post back as you need to configure Windows to "share" resources.
Lastly, telnet is not a service on your Linux machine. That is, if you are saying "telnet yourcomputer.net" and it fails, you could have a DNS problem or the host machine is not configured to permit telnet.
