Samba 3.0.2 not mangling long names correctly for Win95/98

We have just started using Samba 3.0.2 in a Windows environment. We have all Microsoft O/S's on clients (DOS through XP), so need to ensure that name mangling is working correctly. The system is working great, except that 8.3 names are showing up as garbage.

For example:
The Folder: Windows_Development
Mangles to: WOMJHV~U

I have tried explicity setting the "mangle" settings in smb.conf with no changes. Any ideas?
