A command like: mount <hostname|address>:/file/path /file/path requests tells mount to use its network file system (NFS) interface to perform the mount. It has to talk the the <hostname|address> system and request permission for the mount. These NFS services are accessed through portmap and RPC. The message seems to be telling you that either portmap is not running, or that NFS is not running on either the requesting system of the remote system.
