How do you mean?
You cant access the login screen?
Maybe it is located on 192.168.0.1?
Which router is it?
How did you reset? Was it to default un/pw or to a one you typed in?

Check the back side of your router, there will be an ip address and defult id/password over there for your settings, or you can find them inside of the router where you put the battery or SIM card.

my suggestion
1) reset once again
2) most router have default dhcp after reset so you need to connect it to switch and connect the cable to your computer
3) restart your network in the computer or restart computer
4) check your computer ip if 192.168.1.x then the url you should use is 192.168.1.1
if your computer ip is 192.168.0.x then the url you should use is 192.168.0.1

( if your computer is linux more easy to find device on network just issue command
"arp-scan --interface=eth0 --localnet" , change eth0 to whatever yours then you go

last, if cannot please mention your router model we will try to help

A consumer grade router will probably factory reset if you press the reset button for a full 5 to 7 seconds. Some devices reset by holding down the reset button while plugging it in.
