Root aceess and Gatway settings???

Hi
1. Is there a possibity to give root accees to an ordinary user by adding him to the group to which the user belongs to.My exact requirement is i need to give the webuser the rights to create users(adduser).Is there another group other than root which has the rights to add the user.
2. What configurations are to be carried out in the linux machine for accessing the internet connection (with proxy settings) given to a machine in a network.Do we need to set a gate way

you should be able to just add the group to the user definition in /etc/passwd, or use usermod

usermod username -G root

Even chmod will work there should be no problem with the syntax.But will the added person be able to create user.I am just confirming before i try bcoz.It involves great risk when i try this on the live server.
