Hi there,
I had a similar problem with my Linux machine, which runs Debian. I hope that the solution I got will help you too in some way.
I couldn't rlogin into peer Unix machines which reside in the same intranet as my machine does, and I could not rlogin from any of those Unix machines into my Linux.
I found out that my 'rlogin' application actually runs ssh over port 22, which in my case was not acceptable by the Unix machines. I installed a different rlogin client and a different deamon which do use the clasic rlogin protocol - and everything is good since. The Debian packages I took are rsh_redone_client and rsh_redone_server.
