restrict a program not to download a file

How can I set a policy such that noone on my computer can download a certain file from an http server, but still they must be able to download any other file. This policy should not imply using squid

it sounds like what you want to do is filter a URL... i don't see how you could do that at the gateway without using a proxy server - unless you don't mind denying access to the *entire* domain using something like dnsmasq or iptables...
