regulating bandwidth for cp


I want to copy a file over the network, but i dont want the process to take up all of the available bandwidth, is there a way to do that?

There is, but it's not necessarily easy. Some programs have built-in bandwidth limiters, but most don't. If you don't mind do the limiting the hard way, try reading Linux Advanced Routing & Traffic Control howto. You'll find some answers from there.

Can't you just reduce the throughput of eth0 (like the baud rate for y modem)?

No, you can't limit the network interface throughput unless it's an IMQ.
Still - use scp, it has an -l option, which is just the thingy you need.

man scp
