Red face Redhat 9 NAT problems

I have been having a lot of problems trying to set up a NAT server off of a cable modem for my house. I'm running RH 9 on an old Compaq Presario with 400 mghz, 256 megs of RAM, and i have 2 NICs. RH does recognize and also install the drivers for both of the NICs and I can accept traffic into the computer from both, but I cannot for the life of me figure out how to set it up to run dhcp for the other computers on my LAN. I have gone through and configured a new kernel for the computer and have enabled ip tables but nothing. Im not sure if the lights are suppose to come on, on the NIC that is handing out the IPs but no lights come on, not even an activation light and no traffic (activity) light comes on. Its been a few months since I have tried to go at it again because of frustration! Thanks

i am a little new to but have you set up one of your nic's as a dhcp server to hand out ip's to your network?

can you use ip forwarding to make your box act as a router?

I don't have cable modem yet (two weeks away)

this is how i am going to attempt when i to get
