ICS

First of all, ICS on any Win 9x box (especially WinMe) is awful!!

If you know that ICS is configured properly, you can probably set up the Linux machine as a DHCP client. Otherwise, try giving it a 192.168.1.0/24 address (e.g 192.168.1.50) and try pinging the Winbox. If that works, put the IP address of your internal windows NIC as the gateway (probably 192.168.1.1).
