Unhappy rarp question: How can I know its IP address?

Hi all,

I use RedHat Linux 7.3. If I know someone's IP address, I can type *PING*
and *ARP -A* to get that MAC address.
My question is that how to get its IP address by the MAC addess?
If I'm in MS Windows, how to do the same thing?
Any suggestion should be appreciated.

I know this may seem like a useless response, but I don't think RARP is induced. It may only be a hardware defaulted request.
