Range of real out IP's - how to use it ?!

Hello guys !

I have two complicated questions for me:

1.Today my ISP suprize me that we will recieve 8 real IP's from them (till now we have just 1).
This is good for us càuse ISP have some restriction polices - one FTP connection to free server; 80Kb limit to free FTP, SMTP, POP3.
My first question is - how to use this IP's (how to configure router) as everyone in LAN to use full bandwith (8x80kb) to ISP's FTP, SMTP,POP3. If its posible - dynamicaly not throug SNAT càuse is hard to deffine users need in near future.

2.We try to realize backup chanel wich will use dial-up. Is it posible to make it as users to not realize switching lines. This means - to not reconfigure SMTP, POP3 neither proxy/DNS/gateway options at local PC's in LAN.
Till now we realize it with script pinging some outside host and if it have "100% loss" - restart firewall with ppp0 out interface. But the outside settings (new DNS, SMTP) could not send to users.

FYI at the floor we have 2 IBM x225 (SuSe Enterprice 9.1 Kernel 2.6.5-7.97-smp) and 2 powerfull PCs (Slackware 9.1 Kernel 2.6, one of them is router)

Could you advice me and suggest any resolutions.

Thanks in advance and regards.

PS.Sorry for my english and for lame questions, but newbie is online

to limit bandwidth you would have to use QOS and/or some form of traffic shaping, this can be done with a hardware router (cisco/allied telesyn) or with a software firewall/router (ipcop, etc..)

Am I asking for shaping ???
Just the other way - to utilize ALL of posible bandwith, 80Kb per 8 connections = 640Kb !
