Radius configuration help!

Hi all,
I am newbie to Linux and Freeradius. I intalled DHCP, domain server, iptables, ftp, web and Freeradius-server2.0.2 to RHEL4. I'd working with Freeradius for some times but never completed. Freeradius is configured properly following clients.conf, users, eap.conf, radiusd.conf.
Now I try to run radtest and I have this problem.

#radtest test testing 127.0.0.1 0 testing123
User-Name = "tes"
User-Password = "test123"
NAS-IP-Address = 192.168.1.5
NAS-Port = 0
Reply-Message = "Hello, test"

NAS-IP-Address is not showing localhost:127.0.0.1 instead ip address.

Secondly, when I try to authenticate user from PC(windows) through Access Point but can't get connected.
NAS-IP-Address = 0.0.0.0.

I guest this is something to do with NAS or miss configuration.
Anyone have solution to the above problems please let me know.
