Proxy tunelling???

I was reading this tutorial about using tunneling through multi proxy servers to get to an IRC server. This really was really interesting to me and I lost the url. Does anyone know anything about this?

I tried connecting to public proxies on their specified port and then trying to fire somethig like: connect irc.dalenet.com 6667

and connect irc.dalenet.com:6667

as soon as i hit return it just gives me some error....

any ideas guys??
