ProFTPD Directory Question

I am trying to set my ProFTPD client to do a couple things:

Here is my directory structure of /home

/home/public_html (chmod -R 777 & chown -R user1:adm ./)
/home/public_html/site1
/home/public_html/site2
/home/user1
/home/user2

Both user1 and user2 are in adm group and are not chrooted into their directory.

I want user1 and user2 to both be able to have equal access to everything public html so that both the users can work on a similar project together. What do I have to change to set this up?

Thanks
