Proftp does not connect

I followed the tutorial on the site for installing the ProFTP server on my mandrake 10.1 linux.
After installing I am getting error saying:

Connected to
421 Service not available, remote server has closed connection.

When I checked the logs, I could see :

Failed binding to, port 21: Address already in use
Check the ServerType directive to ensure you are configured correctly.

I have only copied the basic.conf to proftp.conf file so it has all the default setting.

Please help me to identify the problem.

Hey guys,

I had to restart my linux box. After restart I could start the FTP server.
I am still wondering why it did not work before re-starting. It is definitely not recommended to restart the server to start the FTP service.
Any idea why it did not work before?
