Most problems involving mail being classified as spam are because of the Reverse DNS lookup address. If you do an nslookup on the public IP address of your mail server, it should resolve back to the hostname of the mail server. If it doesn't resolve at all (no reverse DNS lookup entry) or resolves to something else, many services will classify email from your server as spam.

i have already put the entry in reverse lookup file like
x.xx.xxx.xxx.IN.ADDR-ARPA. IN PTR mail.test.cer.in.

i dont know whether i want put the entry in my server or my isp

You will need to have your ISP create the entry on their DNS servers since they own the IP address space.
