Problem with Telnet

I can't get the telnet daemon up. I tried using the mandrake (8.0) control center, but it keeps stopped. Therefore, I can't telnet to other systems and I can't telnet to myself from other computers.

I don't really know what to do, because I thought telnet was some kind of default application in every linux; anyway, suggestions or help of any kind are greatly appreciated.

telnet has been replaced by ssh in most but you cannot telnet as root by default.

the telnetd is not needed to telnet out.
