problem with static arp tables and it`s filtering


i have this simple problem included in topic. what i mean is:
i have newly installed slackware 10.2 as router for about 50 active users and some of theme need to be blocked in network (for some good and, as for me, important reasons - long story, don`t ask).
and what i want to do is masquerade with static arp tables, but static in this way that if i write in ethers for instance
Code:
192.168.0.10 00:12:23:34:45:56
and only the person with that mac address can use this ip. so, if someone with different mac address tries to use it he cannot use the connection to the router and internet.
at the same time all of the users have their addresses from dhcp (dhcpd already configured, it gives the addresses and is needed to identify user), like mentioned 00:12:23:34:45:56 is given 192.168.0.10 from dhcp.
what should i do??
if someone can give me advices "from the very beginning", just after slackware 10.2 installation, i`ll be very greatfull
