Preventing dhcp/dhclient request at startup? (Debian lenny)

I believe that when the computer starts up and there is an Ethernet cable inside the Ethernet port that the computer requests for an IP address from the dhcp3 server. I would like to prevent this process at startup and regain control of it, thus allowing me to request an IP address at startup by using rc.local.

How do I go about disabling the automatic IP assignment request at startup and gain self-autonomy?

Edit the /etc/network/interfaces file. I believe you just have to comment out the auto eth0 line and/or the allow-hotplug eth0 line. I've done this at home for one of my interfaces. Sorry, but I'm not in front of my box right now to check for sure.
