what is pre-requisite to learn "traffic control" ?

do you mean a traffic shaping thing using tc or htb or something?
or perhaps you have any other idea?

i think, a familiarity with these tools needed in order to successfully learn/practice that traffic control topic :
- basic CLI/command line interface
- basic iptables knowledge

and some of these tc-related tutorials from lartc.org
