Postfix Timout Problem

I am having trouble getting email to work on my server. I am using postfix and whenever I send mail to people, sometimes it works but most times it doesn't. For some reason, the only time it ever works is when I email from my server to my own sbcglobal account, but it doesn't work for anyone else. In my error logs and with mailq, I get a lot of this stuff:

Code:
6EC6934051 1125 Wed Jun 1 14:41:22 apache@muffinpeddler.com
(connect to mx3.hotmail.com[65.54.167.5]: Connection timed out)
                                         user@hotmail.com
It always times out. Could it be a configuration problem and needing to increase the timeout setting? I followed most of this tutorial for gentoo: http://www.gentoo.org/doc/en/virt-mail-howto.xml but I have not found success. Any suggestions? Thanks.

Use something like:
http://zoneedit.com/smtp.html
to see if there is a problem beyond your control before you start digging at configuration issues.

Also, post up your:
postconf -n
So we can see if there is anything blaring wrong with your setup.

Cool
