port forwarding via web server

is there any way to do port forwarding on a web server? i would like to forwrard ports wiht some sort of php/cgi script, but im just not really sure how to. Unfortunately, i cant do port forwarding with putty, so im kindof lost. Here is what im trying to get around: I would like to connect to rdp at my house from remote locations, but some places have blocked access to my isp's subnet, so i would like to take my webserver with a dedicated ip, and just forward port 3389 over. is there any way to do this?

I think sslexplorer would probably be the best solution for you to make secure connections to your house:
