Just installed RH 7.3 and am having a problem with the internet connection (comcast, RCA cable modem connected using 3com NIC).
Transfer rates are less than 1k and Netscape frequently stalls for several seconds up to several minutes. FTP has the same symptoms. Almost all transfer attempts will eventually time out.
Connection works reasonably well in windoze.
Any suggestions on where to start looking would be appreciated.

Have you tried to ping any IP address of your ISP (same a name server or the like)?
Your ping times are a good indicator of the health of your connection.
Having worked for @Home in Australia (in a networking job before it went broke) I've seen a lot of different reasons why your connection might not be working too well.
You said it worked reasonably well under windoze - try pinging from windoze and then linux and compare the two results. You could be experiencing some sort of problem with the cable connection (RF network of your cable company).
I did have some trouble that sounded about the same.When you cant reach a site try to ping the websites url and the ip.
The ip always worked in my case.I had the ISP fix it.
