pls help in configuring linux server as ISP

Hi, i'm quite new to linux.
I have wireless conection to internet 1024/1024kbps on "server", Mandrake 10.1 with 3 ethernet cards, and i need to guarantee 1/4 of download bandwidth and 1/8 of upload bandwidth for each ethernet connection to my friends computers (24/7 ). And i want to have the rest of bandwidth (1/4 + bandwidth they dont use) available for HTTPD,PROFTD on "server". Can anyone help me with this? thx very much for any response, link, advise etc. And please don't burn me if i sad something wrong both my language and linux skills sucks
