Recommend using subnet mask of 255.255.255.0 on both routers.

Have tried that (that was the original configuration); it doesn't work

The IP addresses are fine. The subnet masks should all be 255.255.255.0 Set that up and let me know.

Actually, what eventually worked was plugging an Ethernet cord from one of the LAN-side sockets of the NetGear into another LAN-side socket of the Belkin (i.e. I'm no longer using the Belkin's WAN port). It seems that the Belkin has switch functionality. So now all the boxes are under the sub-domain 192.168.1.x, and they all can ping each other.

This is the equivalent of buying a hub. I'm glad you have a working configuration. I guess you can understand my original remarks. Home routers were never designed with all the configurable options as the routers designed for building a network of hundreds or even thousands of systems.
