Penggy fails to connect to Compuserve

I installed penggy for compuserve and it dials and passes the authentication, but it fails with the message saying that it couldn't register the P3 protocol interface.

I'm using kernel 2.6.9-rc4 and I suspend that Penggy only works with an older version of the tun/tap driver (unless it's not using the tun/tap driver). I was thinking of looking at the source code to see what part is failing. Any ideas on what the problem might be? Thanks for any help.
