Passwordless SSH access to LTSP Terminals

I'm trying to setup local device access for my LTSP system and I need to be able ot have passwordless ssh access to the terminals.

What is the best way to do this?, bearing in mind that there are no home directories on the terminals, so can't put entries into ~/.ssh.
