packets being dropped by server from specific ip address


We are trying to connect to a specific server from two locations. From the first we have no problems, but the other, which has an ip address from a totally different range we can't make contact on any port. A traceroute from each machine shows that on the machine failing, it is getting to the same last hop as the last hop used by the successful one and then timing out. What processes/configs on the target server could be affecting this? The server is running redhat 7.1.

This is a firewall-issue.
Check ipchains/iptables
# ipchains -L or iptables -L
will list all rules.
