If you are only seeing a packet loss from that particular ping-site... and not others,.. then it is likely to be their problem or a router between your two IP's.
Do you mean you could not find the proper ping from any of the 90 monitoring stations mentioned in the list at
the cloudmonitor link you provided?
Please try the traceroute tab on the same link with different stations to find if any particular router is blocking
or dropping your requests ( may be your final or the initial router is the culprit).
