Oracle spatial within_distance perforemance


Im having issues with inquiry tuning, I have 3 tables (a couple of milions rows),b (around 200000 rows),c (around 200000 lines)) each have records sdo_geometry section (polygons). I endeavor to question and get protest that table an is inside N separate from table b and c and an I additionally channel the tables a bit.

the inquiry resembles (Oracle 12c Exadata machine):

Im getting realy poor perforemnce while on postgres we are showing signs of improvement perforemance.

In the execution design I see there is high cost nl join. I endeavored to change the shapes inquiry arrange, SDO_JOIN, ORDERED insight yet im not ready to get great performence.

Is there any approach to change this inquiry better? Is postgis realy superior to Oracle 12c spatial for these sort of questions? Or then again my plan is simply awful
