openvpn full mesh ubuntu


hello everyone. i do need to make a full mesh VPN with 4 sites. Each network has a generic ISPs router at IP 192.168.x.1, an ubuntu server that can act as the openvpn server at IP 192.168.x.2/24, the rest of the LAN.
site A is at 192.168.1.0/24
site B is at 192.168.2.0/24
site C is at 192.168.3.0/24
site D is at 192.168.4.0/24

I would like to create a full mesh VPN so everyone can talk to everyone else. Eg site A talk to site B over the Internet without any other site involved. Any ideas, please?
