Question OpenVPN and backup link

Hi.
I have the following prerequisite data: (IP's are fake)

- a win2k network (192.168.1.0/24), with a RH9 gateway (radio link to the isp), IP: 1.2.3.4
- a remote win2k network (192.168.2.0/24), which I want to link to the first one, also radio-linked to the ISP via a RH9.0 gateway, with IP:1.2.3.5

I've tried to set a VPN via default CIPE settings for RH9, but I've got stucked in the firewall (shorewall in both gateways).

So I've switched to OpenVPN, which has also support in Shorewall. OK, the VPN is done, I can ping from one net to another.

Now the questions:
1) If the radio link dies for a long period of time (2 hours), how does the VPN link reestablished?
2) Having ISDN modems at both ends, how can I switch to a secondary link, (not necessary VPN) via dial-up?
The ideea is that the gateways to set a [permanent] link between the two win2k networks, without human actions required.

Thanks!
