Openswan Vpn

I have redhat 9 linux proxy server and i installed openswan-2.4.4-1.i386.rpm package for our vpn requirement,and i follow the isntructions which is given in Site but when i start the ipsec service it gives me below error

ipsec_setup: Starting Openswan IPsec 2.4.4...
ipsec_setup: modprobe: Can't locate module ipsec
ipsec_setup: modprobe: Can't locate module af_key
ipsec_setup: modprobe: Can't locate module ipsec
ipsec_setup: kernel appears to lack IPsec support (neither CONFIG_KLIPS or CONFIG_NET_KEY are set)

please help to configure.
