Angry Openswan IPSEC issue


Hi all,

I need to connect two sites using openswan IPSEC.what i mean is a site to site VPN.ex:-site A people needs to communicate with Site B & Site B people needs to communicate with site A.currently i have only one sttic public IP address assigned in Site A.there is no public IP address for Site B.

My question is can i be able to setup a site to site VPN according to the above setup.do i have to assign a static public IP address for the Site B server ??
