NIC intermittently won't load until persistent-net-rules is cleared

I've been living with this for a bit but it has slowly been driving me a little nuts. When I first boot my box, occasionally my NIC won't load until I clear all the lines in my persistent-net-rules and reboot. lspci does show the NIC but ifconfig -a only shows my lo.

I'm running Debian Wheezy and 3.0.0-1-686-pae.

I spooled through my logs a bit and didn't come up with anything but honestly, I don't really know what I'm looking for. Any ideas?

thanks,
joe
