NFS service takes tooo long to start

Dear Linux Gurus,
I managed to configure and run LTSP4.1 on Redhat9 for about an year. But watching boot messages found that NFS service starting takes about 3 minutes then other things follow. But interestingly when my ADSL intenet connection is ON it starts in a Jiffy. I tried to figure out the problem which I seem recreated at the command :
/usr/sbin/exportfs -r
with the ADSL turned Off, the network hub indicators shows repeated packet transmission.

my /etc/exports file only has this:
/opt/ltsp 192.103.0.0/255.255.255.0(ro,no_root_squash,sync)

/var/opt/ltsp/swapfiles 192.103.0.0/255.255.255.0(rw,no_root_squash,async)

 Thanks in advance for guiding me solving it.
