There are several approaches.

Considering youve not described at where you are in the process, Im going to geuss you already have both computers on the LAN.

You can use Samba, or NFS.
These are standard packages on an install.

check for firewall blockage.

You need to install samba an then follow the docs that came with it, or at samba.org

Then when you get that far ask some questions that would describe your problem, or questions.

Swat is a good tool with lots of help to configure samba.

using win xp run the internet conn share wizard this will set up that side of the connection and assign ip addys 4u. this will give u the gateway addy of xp for u to assign to linux. do u have a network devices option in rh7?
do u know the dns for your isp?

when u have info u can either config in network devices eth0

or try typing in term window
#ifconfig eth0 xxx.xxx.xxx.xxx (ur ip) up netmask 255.255.255.0
#route add default gateway xxx.xxx.xxx.xxx (ur win xp ip).1.dev eth0

Be sure to add correct nameservers in /etc/resolve.conf

ie gedit /etc/resolv.conf & (in terminal)

nameserver xxx.xxx.xxx.xxx ( your ips dns 1)
nameserver xxx.xxx.xxx.xxx ( your ips dns 2)

save
