Network traffic control manager
 
I was wondering if there was an internet traffic control manager for linux. Since I am downloading a lot and surfing at the same time I find my surfing speed way too low and my downloading speed way to high (ok it's never too high but it takes everything there is)

So isn't there some kind of program that sees when eg. Konqueror is transferring data, it lowers the speed of the download and gives more bandwidth to Konqueror, and when it sees the transfer of Konqueror is completed it speeds up the download again.

Let's say that it regulates the priority of internet traffic on the fly

Not exactly what you're asking for, but search for htb script. If yu have such script configured to give priority to HTTP traffic, it should suit you. Have not seen a nice frontend, however.
