network not 'active' on bootup


I'm running a RH9 system and I'm running ntpdate from rc.local on bootup to synchronize to our NTP server. The syslog shows that no servers can be found. If I add 'ping -c 10 192.168.0.254 (NTP server address) in the rc.local and then run ntpdate it works. It also works fine after the system has booted. This system is configured with two NICs with one NIC having 2 VLANS. I've used 'route' and the routes are setup.

Any thoughts?
