What type of monitoring? Is this business or personal? I'll go out on a limb and say business for now.
Anyway, there's always HP OpenView, and you can get plug-ins for it to monitor some of these things. As for call quality, you should be able to check out ISI's Infortel program. If you use Cisco CallManager for your VoIP, you can look under CDRs and may be able to see how the QoS is on your Call Quality.
The problem you're going to run into straight up is that there aren't really any tools to do it all like that. You'll find something to monitor VoIP, and you'll find something to monitor network; I've never seen something that does both.
