Network Config Trouble

I just reinstalled Linux after getting a new HD and am having trouble setting up my network. I can ping my router, but I cannot my Linuxbox can't communicate with my Windows XP machine. I have DHCP turned off.

When netconf tries to run the command

/etc/rc5.d/S85httpd start

it says

Curfield: object "main-0-7.panel.RO" not found
