Unhappy Netfilter does not support promiscuous mode?

It seems that all packets heard in promiscuous mode are dropped before any hook of netfilter.
Is there any patch available to enable promiscuous mode of netfilter?
I searched google for patch and found one link but it is broken link.
I am using 2.4.20 kernel.

Thanks for you help

D
