MySQL remote access from Dynamic IP Address via phpMyAdmin

I wish to connect from my computer using a dynamic IP address and a copy of phpMyAdmin (also locally). It allows you to connect to remote servers, so I've tried to connect to my domain, but when I try to connect, it tells me:

Host '' is not allowed to connect to this MySQL server

How do I make the MySQL allow remote different hosts access the server? The reason for this is I don't have PHP enabled, and since my IP keeps changing, I can't use the usual procedure.

How do I add a dynamically ever changing host name to MySQL? Do I use wildcards? If so, how do I do it, and what's the full command for carrying out the process?

Help Greatly appreciated.
Thanx in advance,
